REGULATION NoREGULATION No. 11ON THE CONDITIONS ANDREQUIREMENTS FOR THE CONSTRUCTIONAND OPERATION OF domesticWASTE DISPOSAL FACILITIESAND INSTALLATIONSDated 6 November 1998 Chapter OneGeneral Conditions Article 1(1) ThisRegulation sets out the requirements for construction and operation of domesticwaste disposal facilities and installations, including those for:1 thermaldisposal (incineration, pyrolysis etc.) in compliance with Annex 1;2 domesticwaste composting;3 domesticwaste recycling;4 otherdomestic waste disposal and treatment methods.(2) Thethermal disposal of domestic waste shall be carried out in speciallydesigned facilities and installations. Prohibition exist on incinerationof domestic waste as main or auxiliary fuel in industrial processesand activities (production of cement, energy etc.).(3) Theinstallations for combined incineration of municipal and hazardous and/orindustrial wastes hall be subject to the requirements under Article 23,paragraph 1 o...
