Interpretation. 2. In these Regulations, unless the context otherwiserequires— "authorized officer" means a public officerappointed by the Minister under section 2 of the Act; "basic seed" means a mixture of two or moreseed lots of the same cultivar of different origin into one composite bulk; "breeders seed" means seed which has beenproduced by a person or institution responsible for the maintenance of thecultivar; "certified seed" means progeny of basic seedor certified seed of higher classes; "cultivar" means a subdivision of any seedspecies which can be distinguished from other subdivisions of that species bymeans of growth, plant type, flower or other physiological characteristics; "compulsory certification"...
