ND-CP OM SEABORDER ZONE REGULATION On December 18,2003 the Goverrlrnent issued Decree No 161/2flO3/I\!I1)-CP on Sea Border Zone Regt~latiori, of which Clause 2, Article 36, stipulates Ihat "the M~nistry of Defense shall assume the prime responsibility for, and coordinate with the concerned ministries and branches in, guiding and inspecting the implementation of this Decree."
