Pursuant to theprovisions of Sections 4 and 7 of Presidential Decree No. 704, otherwise known asthe Fisheries Decree of 1975, for the protection and conservation of fisheryresources of the Philippines, the following rules and regulations are herebypromulgated:Section 1.
