Act On Water and Soil Associations (Water Association Act) of 12 February 1991, Federal LawGazette l p. 405Upon its entry into force on 1 May 1991, the Water Association Act superseded the Act on Water and SoilAssociations of 1937 and the First Ordinance Governing Water and Soil Associations. This new Water AssociationAct takes the following points into consideration:Legislation governing water and soil associations has now been adjusted to modern-day democratic andconstitutional conditions. The existing basic structures-albeit adjusted, for example, to today's administrativeprocedural law-are preserved in order to ensure as much continuity as possible in the existing associations.* The regulations are limited to those necessary to create an arrangement valid all over the country.
