For the purposes ofsection 3(1) of that Act, the Secretary of State considers that the conditionsin section 3(2), where relevant, are satisfied. The Secretary of Statehas consulted in accordance with section 13(1) of that Act. The Secretary of Statelaid a draft Order and explanatory statement before Parliament in accordancewith section 14(1) of that Act.
