The Environment Protection and Resources Conservation Committee of the National People’s Congress
全国人民代表大会环境与资源保护委员会是全国人民代表大会设立的专门委员会，是全国人民代表大会在环境和资源保护方面行使立法、监督职权和研究、拟订、审议有关议案的常设工作机构，受全国人民代表大会领导。全国人民代表大会闭会期间，受全国人民代表大会常务委员会领导。
全国人民代表大会环境与资源保护委员会主要工作任务：一是防治环境污染立法与监督工作；二是生态环境保护立法与监督工作；三是自然资源保护立法与监督工作。
The Environment Protection and Resources Conservation Committee of the NPC is a specialized committee subordinated to the NPC. It is a permanent-working organ of the NPC to exercise, under the leadership of the NPC, its functions and powers in the field of environment and resources protection legislation and supervision and to study, draft and deliberate relevant proposals. When the NPC is not in session, it is subject to the leadership of the Standing Committee of the NPC.
The main tasks of the Environment Protection and Resources Conservation Committee of the NPC involve three aspects: the first is legislation and supervision work related to protection and control of environmental pollution, the second is legislation and supervision work related to ecological environment protection and the third is legislation and supervision work related to natural resources protection.

联合国环境规划署北京代表处介绍
联合国环境规划署是联合国系统中环境领域的领导机构，创建于1972年。该机构的宗旨是促进环境领域内的国际合作并提出政策建议，在联合国系统内提供指导和协调环境规划策略，审查世界环境状况。在不危害人类未来的前提下，改善人类生活质量，在国际社会各阶层中提升环境意识也是UNEP的目标。
联合国环境规划署北京代表处成立于2003年9月19日，其工作目标是传播并具体落实UNEP宗旨，负责协调、促进、支持UNEP与中国政府及国际组织的紧密合作，同时监督、支持、合作环境发展项目，执行全球环境基金计划。
代表处有以下作用：
1、协调促进与中国国家环保总局（SEPA）及相关部委、政府机构、国际组织的合作。
2、监督、实施并支持的GEF计划，特别是关注存在于中国的生物多样性、持续性有机物污染、土地退化及全球水和气候变化等关键环境问题。
3、协调、促进与驻中国联合国其他机构及国际组织在环境与可持续发展领域的合作。
Introduction of UNEP Beijing Office
The United Nations Environment Programme (UNEP) is the world's leading environmental agency of the United Nations system. It was created in 1972 and its mission is to provide leadership and encourage partnership in caring for the environment by inspiring, informing and enabling nations and peoples to improve their quality of life without compromising that of future generations. Among its major goals are raising environmental awareness and promoting actions at all levels of society worldwide.
UNEP Office in Beijing,China, officially opened on 19 September 2003, aims to translate the mission of UNEP into concrete action on the ground. The Office is charged to coordinate, promote and assist the implementation of UNEP programmes in close partnership with the Chinese Government, international Organizations, and other stakeholders. The office also oversees and provides support and coordination for the development and implementation of projects and activities of the Global Environment Facility (GEF).
More specifically, the office takes up the following functions:
1. Coordinate and promote UNEP activities inChinain cooperation with the State Environmental Protection Administration of China (SEPA), other ministries and government agencies, international organizations, and other stakeholders,
2. Oversee and provide support and coordination for the development and implementation of UNEP GEF projects and activities in China in the focal areas of biodiversity, land degradation, Persistent Organic Pollutants (POPS), international waters and climate change;
3. Coordinate and cooperate with other UN agencies and international organizations inChinain the field of the environment for sustainable development.

《外国环境法汇编》编委会
中国自1979年正式颁布第一部环境保护法律——《中华人民共和国环境保护法》之后，相继颁布了一系列相关法律和法规，初步形成了具有中国特色的环境法律法规体系。在建立健全环境法律体系的过程中，中国全国人大环境与资源保护委员会（以下简称人大环资委）和中国环境保护总局（以下简称环保总局）都十分注重借鉴和吸收国外有关环境立法实践的经验，并把这些经验与中国的实际国情结合起来运用。近年来，随着中国政府“依法治国”方略的实施，保护和治理环境更加需要依靠法制。因此，学习、借鉴国外的环境立法经验和保障法律尊严的运行措施就显得更加必要和迫切。
在这样一个背景下， 2003年初，人大环资委和国家环保总局做出编译《外国环境法汇编》大型丛书的决定。同年7月，全国人大环资委成立了《外国环境法汇编》编委会，负责《外国环境法汇编》的选材、翻译、审定、出版、发行及相关的交流、研讨、培训、考察等一系列工作和活动的具体事宜。
《外国环境法汇编》编译世界主要发达国家的资源与环境保护法律法规。包括：美国、加拿大、澳大利亚、日本、韩国、欧盟、英国、德国、法国、荷兰、挪威、丹麦、瑞典、瑞士、意大利、联合国环境署等。该书在广度上将涉及环境与资源保护方面的各个领域，包括大气、水、海洋、土地、矿藏、森林、草原、野生动物、自然遗迹、人文遗迹、自然保护区、风景名胜、城市和乡村等等。在深度上将详细阐述各国的资源与环境保护法律的基本框架结构、演变过程和未来发展趋势、法律法规制订和修改程序以及经典案例等。
《外国环境法汇编》在着重介绍法律法规条文的同时，还将介绍其法律的实施情况和具体办法，即立法、行政、司法并重，引进、借鉴、促进并举，在实际操作上达到有法必依、违法必究的效果。
《外国环境法汇编》预计编译文字字数约为2000万字（中文），此外还收录大量图表和图片资料。该书将于2006年正式出版，一版预计发行5，000套。
《外国环境法汇编》不仅会为中国的环境立法和执法工作者提供宝贵的参考资料，同时也将会积极促进中国环境法律体系的建设，增强环境法律的执法力度，为中国的环境保护工作提供有力的保证。在《外国环境法汇编》的编译过程中，编委会欢迎各国的环境法研究专家提供意见和建议，同时也希望社会各界给予支持和合作。
The Compiling Committee of
“A Corpus of Foreign Environmental Laws”
In 1979,Chinaissued its first environmental protection law -- "Law on Environmental Protection of the People's Republic ofChina", and then issued a series of relevant laws and regulations in succession, which formed the environmental laws and regulations system with Chinese characteristics. During the process of establishing and perfecting environmental laws system, both the Environment and Resources Protection Committee of the National People's Congress and the State Environmental Protection Administration (SEPA) attached great significance to the absorbing the foreign experience in the environmental legislative practice and combining the experience with real situation ofChina. In recent years, the implementation of the policy "ruling the country by law" by Chinese Government, protecting and managing the environment needs depending on legal system further. So, it seems more essential and urgent to study, use the foreign environmental legislative experience for reference and the measures to ensure the sanctity of the law.
Under such a background, at the beginning of 2003, the Environment and Resources Protection Committee of the National People's Congress and State Environmental Protection Administration of China determine to compile a set of large- scale series of books – “A Corpus of Foreign Environmental Laws”. In July of the same year, The Environment and Resources Protection Committee of the National People's Congress set up the compiling committee of “A Corpus of Foreign Environmental Laws” to take the responsibility for a serious of work of “A Corpus of Foreign Environmental Laws”, such as material selecting, translating, authorizing, publishing, issuing and relevant exchange, discussion, training, investigation, etc.
“A Corpus of Foreign Environmental Laws” include the content of environmental and resources protection laws and regulations of main developed countries, such as, U.S.A., Canada, Australia, Japan, South Korea, European Union, U.k, Germany, France, Holland, Norway, Denmark, Sweden, Switzerland, Italy, United Nations Environment Programme, etc. To the scope, “A Corpus of Foreign Environmental Laws” relates to each domain of environmental and resources protection, including atmosphere, water, ocean, land, mineral deposit, forest, grassland, wild animals, natural relics, humane trace, natural reserves, scenic spots, cities and villages, etc. And to the depth, it explains the evolving basic frame structure of the current environmental laws; course and future development trend of environmental laws of above-mentioned countries; the requirement of all current environmental laws and some environmental regulations; the enacting and modification procedure of the environmental laws; representative legal case of environment laws.
While putting the emphasis on introducing the clauses of laws and regulations, “A Corpus of Foreign Environmental Laws” will also introduce the performance of laws and concrete method, namely, regarding legislation, administration, judicature as equally important, emphasizing the introducing, drawing lessons and promoting simultaneously to reach the result of abiding by the laws, ensuring that law breakers be prosecuted in practical operation.
According to the plan, “A Corpus of Foreign Environmental Laws”contains about 20 million words (Chinese character), in addition, it also includes enormous charts and picture materials.“A Corpus of Foreign Environmental Laws” is to be formally published in 2006, and its first edition is estimated to issue 5,000 sets
“A Corpus of Foreign Environmental Laws” will not only provide valuable reference for environmental legislative and law enforcement workers inChina, but also promote the construction ofChina's environmental legal system actively and strengthen the enforcement force of the environmental laws to offer the strong assurance for environmental protection work inChina. During the translation process for “The Compilation of Foreign Environment Law”, the compilation committee welcomes all suggestions and comments from experts of environment law and wish to get support and cooperation from all walks of life.

Introduction
当代中国已进入快速发展时期，促进经济和社会全面、协调、可持续发展已经成为中国发展的基本战略。这一战略目标的实现，也有利于保护和改善全球的生活环境和生态环境。为此，中国正在加快和加强自身的环境立法和环境技术规则、环境标准的制定等环境法制建设。
本着加快与国际环境条约、国际惯例的接轨，学习、借鉴、吸收国外环境法制建设先进经验的目的，中国全国人大环境与资源保护委员会决定于2005年11月20日——22日在中国举办“环境立法与可持续发展国际论坛”。
Promoting all-round, harmonious and sustainable development of economy and society on the land full of hope has become the basic policy forChina’s development sinceChinacomes into a period of fast development. In order to realize this target as well as to protect and improve global living and ecosystem environments,Chinais speeding and strengthening the environmental legal system construction including environment legislation, technical rules and standards.
With the good will to be in line with international environmental treaty and international practice and to learn from, draw lessons from and absorb the advanced experience of foreign environmental legal system construction, the Environment and Resources Protection Committee of National People’s Congress (NPC/ERPC) therefore decides to hold The International Forum on Environmental Legislation and Sustainable Development (IFELSD) on Nov 20—22 in Beijing
