我很高兴中国全国人民代表大会环境与资源保护委员会邀请我介绍《世界环境法汇编·美国卷》。清洁的环境对于经济的可持续发展和人民的健康是至关重要的，要保护好环境首先就要有一部好的环境法。在过去的一百年中，美国已经形成了一套较完善的环境法律与标准，我们还在继续将之发展并完善起来。中国政府的关注重点是进一步发展自身的环境保护，以保证经济的可持续发展和人民的健康。我们非常高兴地看到中国全国人民代表大会环境与资源保护委员会将《世界环境法》进行了编译并出版，使得这些宝贵的国际经验为中国所用。我希望这部精选的环境法将成为中国学术界、立法者和政策决策者用以发展完善中国自己的环境法律的有用工具。
《世界环境法汇编·美国卷》是中美双方持续紧密合作关系的又一个内容。总部设在美国的非政府组织——美国环保协会一直就这个项目在与中国全国人民代表大会环境与资源保护委员会密切地合作着，这些合作包括提供资金、提出法律选择建议，以及更新一些法律的条文。在过去两年多的时间里，中美专家们进行了广泛的讨论，其中最重要的讨论包括2005年5月30日举行的《世界环境法汇编·美国卷》部分的专题讨论会，以及2005年11月20日至22日举行的“环境立法与可持续发展国际论坛”。 以上两次会议，美国驻华大使馆的代表们都参加了。我们期盼在环境保护与可持续发展的一些关键性的领域当中能够继续与中国合作，这不仅使我们两个伟大的国家及人民受益，而且也会使全世界各国人民受益。

U.S. Volume of a Corpus of Foreign Environmental Laws
I am delighted to have been invited to introduce the National People’s Congress’ “U.S. Volume of a Corpus of Foreign Environmental Laws.”A clean environment is essential to sustainable economic growth and public health, and protecting the environment starts with good environmental laws. Over the past 100 years, the United States has developed a rich legacy of environmental laws and standards, which we continue to develop and perfect. As China focuses on further developing its own environmental protections to ensure the sustainability of its development and the health of its citizens, we are delighted that the National People’s Congress (the “NPC”) has spearheaded the “foreign environmental law translation” initiative to make this international legacy available in China. I hope that this selection of laws will serve as a useful tool for academics, legislators, and policymakers in developing China’s own environmental laws and policies.
This volume is yet another by-product of the close and ongoing collaboration between China and the United States. For this project, the United States-based non-governmental organization Environmental Defense worked closely with the NPC in providing funding, suggestions on the selection of laws and, in some instances, updated texts of these laws. Chinese and American experts held extensive discussions over a period of over two years, the most important of which included the “Foreign Environmental Law: U.S. Volume” workshop of May 30, 2005 and the “International Forum on Environmental Legislation and Sustainable Development” of November 20-22, 2005. Representatives of the United States Embassy in Beijing participated in both meetings. We look forward to continuing our cooperation with China in the critical areas of environmental protection and sustainable development to the benefit of not only our two great nations and peoples but of people everywhere.
